    Comrades All !

    Revolutionary salutations! I commend and congratulate you for organizing this Workshop! The Workshop enables you to sharpen your leadership qualities. I am honoured therefore to have been invited to contribute to your discussion.
    The word leadership implies both opportunity and risk. It is an opportunity to an individual leader to demonstrate qualities of convincing others to follow that leader’s mission and action programme. However, leadership is also a risk. In any risk venture there is inherent danger of failure. Leadership is thus a delicate balancing act between the capacity to mobilize and inspire the followers and the exercise of power by a leader. As the saying goes, power corrupts and absolute power corrupts absolutely! Misuse of power by a leader can lead to disaster.
    In the context of the SWAPO Party, leaders within the SWAPO Party are guided by the values, ethos and traditions of the SWAPO Party. The values and ethos of the SWAPO Party are articulated in the Constitution of the SWAPO Party. Article iii (b) declares that the aims and objectives of the SWAPO Party are:    

    • to unite the people of Namibia, irrespective of race, religion, sex, or ethnic origin into a democratic, vibrant and peace loving nation;
    • to defend and protect Namibia’s hard-won freedom and independence;
    • to foster a sense of common purpose and collective destiny among the Namibian people;
    • to combat retrogressive tendencies of tribalism, ethnicity, nepotism, racism, sexism, chauvinism, regionalism, personality cult, etc;
    • to instill in the Namibian people a spirit of patriotism and to develop in them the consciousness that they are masters of their own destiny;
    • to educate the people to uphold, with honour and pride, Namibia’s emblems which constitute the symbols of the country’s sovereignty, the constitution, the national flag, the national anthem, the coat of Arms, etc;
    • to promote the development of the culture of the Namibian people through the reconstruction of the nation’s system of education, the encouragement of cultural exchanges with other nations as well as incentives to Namibians who show potential for technological and artistic creativity;
    • to fight under development, illiteracy and disease;
    • to promote accelerated economic development and to create a balanced and inter-linkages between the primary and secondary sectors of our economy in order to promote self-reliance and the upliftment of the standard of living of the vast majority of the Namibian people;
    • to invest by way of acquiring shares or otherwise in any viable business venture or enterprise;
    • and to establish companies, close corporations and any other business organization, either wholly owned by the Party or the Party in partnership with either organizations or institutions, with the view to generating funds necessary to ensure the smooth function and operation of the Party.

    These are the core values of the SWAPO Party. The behaviours, actions and decisions of a SWAPO Party leader should be informed, guided and embedded in these values.
    In addition the SWAPO Party has its history and traditions. The founding of the SWAPO Party is rooted in the workers aspirations, youth activism and rural poverty. The workers, the youth and the peasants are the traditional bedrock of the SWAPO Party. Their interests are as important today as they were in yester-years.
    On the international  affairs from the SWAPO Party is an anti-imperialist, anti-colonialist, and anti-racism organization. The SWAPO Party has to uphold international solidarity with those who are fighting against political oppression and foreign domination.
    The combinations of the values and ethos; traditions, and international solidarity character of the SWAPO Party shape the leadership orientation of a SWAPO leader.
