Statement by Cde. Muesee Kazapua at the outcome of SPYL 4th Central Committee meeting, 25 February 2010

Dear Comrades and Friends
The SWAPO Party Youth League (SPYL) held its 4th Central Committee meeting in the Garden Town of Okahandja on the 20th February 2010. The official opening was addressed by Gazza and The Dogg as well as Cde Dr. Abraham Iiyambo and Comrade Dr. Albert Kawana, who officially opened the Central Committee meeting.

The marathon meeting of the only youth progressive mass, national movement at length reviewed and deliberated on many issues affecting our nation especially the youth.

The much spoken CC meeting took place against the background of the Okahandja By-Elections Campaigns, of which at this juncture congratulate the Mighty SWAPO Party and our to be sworn-in SWAPO Party Councillor Comrade Steve Mbiko Boois for the deserved victory in the said elections.

As it has been a culture, SWAPO Party is no equal and the Political Salads as assembled for the Okahandja elections are witnesses to that effect.

The SPYL leadership took note of the developmental progress our SWAPO Party government has achieved notably the Ministry of Agriculture, Water and Forestry, the Ministry of Finance and the Ministry of Trade and Industry since our last CC meeting that was held in early 2009 in Swakopmund.

Equally the SWAPO Party Youth Leadership recognises the hard work and commitment of Comrade Veikko Nekundi, SPYL Secretary for Economic Affairs and urges other Secretaries of the NEC to emulate his unwavering dedication to their departmental assignments.

Dear Compatriots;
The SPYL CC meeting further welcomed the implementation of the rural sanitation SPYL initiative in regions such as Omusati, Oshana, Oshikoto, Kavango, Caprivi, Karas and Okahandja Constituency respectively, though disappointed by the Omusati Region in the manner they have awarded the construction tender.

In the same vein, we call upon all the Regional Councils to ensure that youth directly benefit of the construction of these rural toilet and sustainable management contract thereof.

Comrades and Friends
The SWAPO Party Youth League, as a movement ground on the principle of its constitutions, discipline, respect and order, the historic central committee meeting took a decision to suspend the following comrades from Hardap Region namely Comrade Johannes Herero CC and REC; Comrade Beukes District Secretary for Rehoboth Rural and Comrade S. Dukeleni District Secretary for Mariental Rural. In the same context, the SPYL calls upon all its members especially in the Hardap Region to refrain from any unwarranted behaviours that will put the name of the movement into disrepute and compromise of its mission and to at all time guard against from being used for others political gains.

Fellow country men and women;
Similarly the first ever SPYL CC marathon meeting suspended with pay the SWAPO Party Youth League Deputy Secretary Comrade Jutta Shikomba, pending the outcome of the disciplinary hearing. During her suspension Comrade Shikomba is not permitted to partake in any SPYL activities at all levels.

Dear Comrades;
Namibia and SWAPO Party being part of the peace international community and a successful child of international solidarity, the SPYL condemn the reluctance of the UN on the USA and its alliances of murderous, inhuman and barbaric activities in other sovereign States.

The UN should pronounce itself if it is not a remote controlled organization, it is has become, and whether it only serves the interest of the so-called super powers of the World. In the same vein the SPYL also calls upon the UN to investigate whether the USA and its allies does not have weapons of mass destructions.

Equally, the SPYL condemn the Finish Government that is hosted by a SWAPO Party government but have a non-SWAPO Party Consular in Namibia. The Finish government should know that this is not the century they brought their missionary to Africa and Namibia in particular.

The SWAPO Party Youth League Central Committee meeting also called for a quota system for the youth on all local authority councils and regional councils, as the youth are the majority and they are the only one who knows their needs and aspirations thereby the only ones who can navigate to achieve the needs of the youth broad base.

Finally the Central Committee took the following resolutions that have been cleared to be made public as follows:

1. The CC resolved to call on government to continue treating all youth equally regardless of their parental status (whether they were abroad or not)

2. The CC took note of the problem presented by Erongo pointing out the lack of consultation with young people when decisions are made in areas that affect them. It was pointed out that part of the reason is the absence of effective representative organizations for young people at district and regional levels that can successfully lobby decision makers for greater recognition of youth needs. The CC therefore resolved to appeal to Government’s continued intervention in the matter;

3. The CC also recognized that the rapid rise in the number of young people will increase demand for essential social services like education and health, as well as for employment opportunities. As a result, government budgets and services directed at young people will be under even more pressure. In addition, inadequate educational opportunities leave many Erongo young people in particular with limited skills and life choices. The CC noted that these limitations in turn can undermine self-esteem and lead to anti-social and risky behaviors. The CC resolved to call on Government’s line Ministries to intervene in the matter;

4. The CC resolved that the Ministry of Gender and Child Welfare together with the Ministry of Health and Social Services should increase the number of Social Workers not only in Erongo but also throughout the country. The CC also called on the high school learners to pursue a career in social work;

5. The CC further resolved to call on the Ministry of Education to ensure that every school should make it mandatory to have a counselor on variety of issues including teenage pregnancies etc.

6. The CC resolved to call on the Namibian Police to ensure that “sugar-daddies” and “sugar mummies” who go out with school girls and boys are punished severely because they are posing a serious threat to the growth of the “Namibian Children”. To this extend, the CC called for a toll free number to be set up in order to report sexual crimes such as rape etc.;

7. The CC in particular called on Health and Social Workers to regularly be trained to deal with the modern challenges facing young and school going girls. In particular, the CC resolved to appeal to the Ministry of Information and Communication Technology through NBC and all other print and electronic media to speed up education of our society towards the dangers of teenage pregnancies and suicides;

8. The CC also resolved to condemn the spiraling violence against women and children as well as against drug and alcohol abuse by young people;

9. The CC resolved to call on the NBC to be sensitive to the African culture in the programmes that are shown on NBC Television and broadcast on its radio services.

10. The CC took note of the succession debate which has been unnecessarily plunged in the media. The CC condemned the tribal overtones in the so-called debate alluding to an non-Oshiwambo president to succeed H.E. Cde Hifikepunye Pohamba. The CC affirmed the reality that there is no vacancy in the Presidency currently and President Pohamba has not even yet been sworn in, thus initiating such a self-serving debate can only be interpreted as opportunistic and pre-emptive. The CC affirmed further that any succession debate will not be decided in the soccer stadium but in the structures of the SWAPO Party in line with the rules and procedures of the SWAPO Party. The CC resolved to call on the SWAPO Party leadership to prevent any sectoral agenda as witnessed during the Hidipo Hamutenya era to prevail in the SWAPO Party. All Namibians are equal and they are all represented fully in the SWAPO Party.

11. The CC condemned in the strongest terms the maneuvers of neo-imperialists in our country and subregion. The CC in particular condemned the German Foundations masquerading as friends of democracy who are hell bent on planting seeds of regime change in Southern Africa. The CC supports the position of Government in condemning such neo-colonial foundations and call upon the State Machineries to ensure that all their activities are monitored 24hrs a day in protecting our sovereignty and national independence.

NAMIBIA WILL NEVER BE A COLONY AGAIN!
